Yes. A valid license (Std/Pro/Elite) for BIAS FX 2 is a must for purchasing and activating the expansion packs. Demo and LE licenses of BIAS FX 2 do NOT support expansion packs.
Please also note that expansion packs are NOT included in any BIAS FX 2 license - i.e. buying BIAS FX 2 Elite alone will not unlock any expansion packs.
